Question after being assaulted on delivery?

The guy covering my duty was assaulted this morning whilst delivering in a tower block. He's been left with a black eye and is a little shaken up by it.
The police say they will study cctv to see if they can identify and do anything about it.

Our DOm has decided that from tomorrow there will be 2 posties doing this part of the round. Which with a bit of luck will mean no more incidents...but how long he plans to cover this piece of the duty with 2 i have no idea.
Surely a more sensible solution would be to suspend deliveries to this tower block until it's been fully investigated by the police. This would cause the residents to actually get the local council and police to do something about it.

My question is...Can a postie actually refuse to deliver to this block? what is the official line on something like this.

I'm on holiday this week, but would be keen to pass on the info to my relief.

Most defo send the manager, its his responsibility to look after his staff.
