The following will respond to your letter of the 16th July.
You both know its nonsense to suggest there have been 17 negotiating meetings. Under your leadership Royal Mail does not negotiate. You instruct your managers to simply inform the Union about your intentions at any given time.
You need to understand you cannot transform the business by ignoring the views of the workforce. The truth is you are hiding behind the word ‘modernisation’, rather than confronting the real challenges that face the business.
The Commercial Agreement – If what you say is true, your agreement with government is not a good deal for the customers, workforce or the company. It results in massive job cuts, inferior pay, pensions and conditions and reduced customer services. Your Business Plan accepts failure from the outset and will irrevocably damage the business.
Your Access Agreement with the Competition – You have negotiated an agreement that means Royal Mail will forever be undercut in price whilst still having to deliver the final mile. The company will continue to lose contracts because you have agreed to subsidise the competition. This is commercial suicide.
Confronting Regulation - Despite all your public bravado you have gone along with everything Postcomm has proposed. You could have forced a judicial review. At the very least you could have supported the Union’s call for a review of the impact of competition on Royal Mail – a Government Manifesto commitment. Your whole approach to competition is defeatist.

Phantom Shares – This will not incentives the workforce and will never be a substitute for a decent living wage and secure pension. Our 2006 agreement confirmed basic pay and pensions as our joint priorities. These are the values that the workforce has consistently supported – even in your own surveys. We need to get back to dealing with change in the way we previously agreed.
Conclusion
If you continue to publicly refuse to negotiate you will be responsible for escalating this dispute. Alternatively, you can pick up the offer for meaningful negotiations as set out in our letter to Allan dated 5th July – this means the next planned strike action will be avoided.
In the final line of your letter you say “we have to change and change for goodâ€
