help with evr problem

hi a mate of mine put his name down for evr thinking he would stand a better chance of getting it while it still remained on aged rather than senority.hes now been told that there will be no changes sign for by the rep until oct earliest ,what will happen then ? will he move down the list even though he applied about 3 weeks ago ,or will it go by when you applied . many thanks
