It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Yes , but that was when we were all conned by keggie and johnson.
Especially Keggie, which is why he was voted out as soon as possible after the implemention of the deal. Daz does have a point though. We voted it out, then Keggie came back with it and it got voted in. Bloody mad!

Later starts - Guidance for CWU Reps (and Members)



Ensure that the IR Framework has been followed. If not register disagreement and request a ballot for industrial action.

Where they have exhausted the IR Framework and intend to implement by executive action request a ballot. (As an alternative and rather than exhaust the framework at Stage 3 it could be registered as a point of principle as the change impacts on national agreements namely SDD, and sent to the respective HQ’s)

Where they want to interview members on a 1-2-1 basis reps should request a presence, our members should do the same. If they refuse this members should refuse to attend. If instructed they should do so but insist that any notes confirm that they are there under duress.

Where 1-2-1 does take place use the separate advice regarding the questionnaire. (Guidance for reps and members regarding Royal Mail’s questionnaire)

Get all units to introduce. 1. No early starters. 2. Taking of full M/R entitlement. 3. No use of private cars on delivery. 4. Full adherence to the Pouch Weight Matrix. (Letter attached which is being circulated to all delivery members’ home addresses from CWU HQ on Monday 16th July. Branches can also hand out the letters to members).

Later starts will have an adverse effect on firm’s deliveries especially where they are tied in with residential deliveries. (Letters attached for circulation to Chamber of Commerce and local firms regarding the worsening of service)

Later starts will have an adverse effect on residential deliveries. Could affect transport to deliveries as vehicles will already be utilised, this could have a particular impact if members stop using cars.

Offices working longs and shorts could exceed the 2pm cut off on the long days.

Later starts will have an adverse effect on Special Delivery items due to be confirmed by 0900.

Later starts will have an adverse effect on collections. Later use of vehicles on delivery could result in a shortage of vehicles for Collections.

Each of the above contravenes condition 21.1 of the licence with Postcomm. Attached letter is being sent to Postcomm and Postwatch. These letters are for information purposes only and not for local circulation.

Later starts will also mean that members will be travelling to delivery in a higher level of traffic congestion than at present as there will be more people in general travelling.

Even where members are using cars later starts could impact on parking arrangements at or near Delivery Offices and in public car parks etc.

Callers Offices may also be affected due to mail (PO Boxes) not being ready for collection.

Any unagreed changes could impact on scheduled attendances which are contracted and require a months notice if there are any changes or cessations as a consequence.


Health & Safety issues.

More mail arriving at once could create storage problems and space deficiencies in some offices. Ensure that ASR’s are involved at all offices to deal with this aspect.

Check to ensure that the timing of all M/R breaks complies with the working time directive. Should not work longer than 6 hours without a break.

Guidelines on Health & Safety issues have been issued separately by Dave Joyce in LTB 639/07 and should be used in conjunction with the documentation supplied by the Outdoor Department.

National Agreements that may be of use

Single Daily Delivery

Saturday attendances will be significantly shorter than weekday attendances. To assist this Mailsort 3 need not be scheduled for delivery and missort runs should be rescheduled to enable an earlier start on town residential delivery routes.

The new delivery specification will provide delivery offices with the opportunity to tailor and agree start times to meet employee and customer requirements. Delivery employees can commence their delivery when all due mail has connected.

In the event that future changes to indoor workload and arrival patterns signal a need to review start times for operational reasons this will trigger a national review of shift payment criteria at the request of either party

Way Forward – Major Change

Major change is defined as:

the relocation or merger of units
a significant process alteration arising from automated working or reshaping of the pipeline
delivery revisions, which involve significant replotting of walks or significant restructuring of attendance patterns (e.g. full-time/part-time mix, five- day weeks, ‘longs and shorts’ or ‘night plus a first delivery’, where they are agreed)

For a reselection exercise to be considered the extent of such a change must be that it has a significant impact (in content and/or attendance times) on over 1/3 of the jobs in the unit.

CHANGE CRITERIA

The following criteria should be applied to determine which duties have been significantly changed and are proper to be included in the re-sign: the duty/work content has changed by at least 25% e.g. from Mech. to manual or vice versa, the duty has changed from indoor work to outdoor work or vice versa (staff employed on loading bay/platform duties will be classed as outdoor) .the shift or skill allowance applicable to a duty has changed, either up or down. There has been a change in the duty holder's opportunity to sign for Scheduled Attendance, e.g. change in driving content to over four hours. the attendance start or finish time has changed by 30 minutes or more. So that the duty holder's personal or domestic circumstances prevent them from attending at the new time or finishing at the new time-.new duties should also be added to those identified as significantly changed, when considering whether there has been a third of the total duties affected

Royal Mail’s Best Practice document also commits the business to the following Core Delivery Service specifications:

Town deliveries completion by 1300
Firms routes completion by 0900 or pre SDD times (0700 – 0930)
Rural deliveries completion by 1500.

The imposition of later start times will mean these targets will be unachievable. Has this been addressed through public consultation or with Postcomm and Postwatch?
Market research carried out for Postcomm as part of the review of collection and delivery times found that satisfaction with collection and delivery times scored highly among respondents. However, it did indicate that reductions in the quality of service of collection and delivery times that customers experience would be likely to meet widespread opposition from residential and small to medium sized business postal users. A number of respondents said that businesses want deliveries at the start of the working day to enable them to respond to mail on the same day and to be able to control work flows.

Postcomm’s Review of Royal Mail’s Collection and Delivery Times showed that since the start of single daily delivery in 2004 delivery times have generally been later. At the same time there has been a trend towards earlier collections and Royal Mail’s conditions attached to their current pay offer refers to fewer collections also, presumably, earlier. Moreover Royal Mail’s later delivery start initiative is expected to shift the peak of deliveries to between one and two hours later. Royal Mail currently say they aim to deliver to addresses in urban areas by 1 pm every working day and addresses in rural areas by 3pm. However the market research clearly showed that customers would not be happy with earlier collection times and later delivery times – something we believe Royal Mail’s cost cutting exercise could mean for customers.

Postcomm themselves have said the cost of ensuring all deliveries are no later than midday would be disproportionate to the level of customer need for this service while there is little willingness among customers to pay for increased service levels. In response to the consultation, Postwatch received evidence from businesses that, although collection and delivery times were important in themselves, it was the “windowâ€
