The NEC are allowed to suspend a branch and so suspend elections.
The IR framework is not part of the union rules.
If a branch is suspended, the existing IR reps can remain in position.

its claims that the branch officers had a meeting 
well i know more than 5 branch officers never heard of such a meeting.
it also claims the branch officers met with the g/s at a/c. it was 3 branch officers and not them all.
wonder why 1 branch officer was kept in office!! his plan worked as he was 1 of the 3.
and wanted the branch sec role.
