Walk Design Group, HCT/LWT Maintenance

LTB 1090/09 ref HCT/LWT/EHCT dated 22/12/09 regarding the maintenance of delivery equipment transferring from Royal Mail Cycle Mechanics to ROMEC has identified a number of concerns not only around maintenance of delivery equipment but also the actual number of delivery trolleys in use.

To assist the Walk Design Group understand the actual current state of delivery equipment currently in use we would greatly appreciate ASRs performing a brief audit or contacting unit WSRs and/or Royal Mail Cycle Mechanics of all delivery units to assist identifying the actual current state of delivery equipment. Additionally, it would be of some benefit if the ASR could contact Royal Mail Cycle Mechanics directly for any issues/problems or common faults they have identified in relation to their maintenance of delivery equipment.

The maintenance of all delivery trolleys now sits firmly with ROMEC but there is a need for the CWU to understand the current state if we are to ensure that a suitable and sufficient maintenance programme is in place based on the current state and numbers of equipment in use. The issues related to the maintenance of delivery equipment require adequate remedial action regardless of the outcome of national talks on a New Delivery Model. Delivery equipment already in use requires a suitable level of maintenance under PUWER Regulations.

It is vital the maintenance requirements of delivery equipment is fully understood & corrected, for that reason ASRs should provide via the audit as a basic the following information;
1. The actual number of HCT’s in each office.
2. The actual number of LWT’s in each office.
3. The actual number of E-HCT’s in each office.
4. If possible the current state of maintenance of delivery equipment.
5. Any outstanding problems/ issues that you feel require the attention of the CWU WDG regarding the use, maintenance and repair of all delivery equipment (including Cycles).


A WDG member is due to meet Royal Mail next month regarding Cycles and HCT maintenance and has requested any issues and the current state prior to meeting Royal Mail. It would be appreciated if ASRs could provide the required information by Monday 1st February, this will allow the WDG sufficient time to collate the information into a full and complete report prior to meeting the Business.
