following the latest announcement can a rep now tommorow tell the dom to cease his executive action and stick his lapsing of three walks up his arse?

Under the agreement,all executive action in 2009 must be agreed locally. You never had a say before this agreement...you do now. Use the IR framework,(not used before this agreement). The rep/DOM have to make progress on this issue in two weeks.The independant party has to make sure there is progress,(appointed by the TUC and ACAS).
That way the DOM cannot push anything like lapsing through as it is not in line with Pay and modernisation 2007,(summer lapsing only for sick/holiday duties and able to give more leave allocation)
