Dilitory working
Has anyone actually been charged with "Dilatory Working" or "NCI",(Non-Co-operative). Basically it means that you are working slow or cutting off.Apparently there are now official letters given to you.After the third letter you are taken off pay.
Any one who has had this done to them,I would be grateful of any info.

Never had that but may be soon as I cut off regularly, (don't go slow) too big a duty for my PT hours.
Royal Mail won't break me, though its been fairly close recently!

iVE CUT OFF FOUR TIMES in the past 2 weeks. Nothing yet, If they tried it id go to the top.

Very unprofessional way to deal with a performance issue, RML should stop treating cut offs as if it was a conduct issue.
The 1 min test should take place first folowed by a manager shadowing on delivery. Thats commonsense !!!1

Yes drb,they have been using them in London,chances are elsewhere as well.
Our members support has been amazing. What typrifies it is what happened in Kilburn on saturday. the work was everywhere a quadrant worker tripped up. the local heath and safety rep stepped in and attempted to sort the mess out, mangement then called him into the office and said that in their opinon he was not working fast enough and was being awarded a second stage of this new unagreed performance procdure. The members went to the canteen in support management then took them off of pay.
On Monday when the staff turned up for work they were informed that unless they indivually signed an alteration to their contract of employment inclduing what Royal Mail call sanctions then they would not be allowed back to work, mangement would not budge their postion all day monday. On tuesday we met with the members and we called Royal Mail"s bluff and they walked back in , Royal Mail bottled it and put them back on pay. We gave the Kilburn members the opportunity to stand down todays strike as they had already been out two days this week and they voted to contiue to stirke today.

Been threatened with it but nothing ever been done and I cut off alot.
Life's only rosey if you make it that way...... There is life outside of Royal Mail you know!

they've got to prove it's a deliberate slowdown - I'm told it's used in APC's a lot - either to make something deliberately fail or spin the time out / create overtime ( at one time ! ) . Managers bitterly complain how long it takes to NCI someone and are very bolshy about it - which might mean they'll cock it up .

NCI - non culpable incompetence, means literally that you are not capable of achieving the standards of performance required. Once the observation of this has been made and recorded the manager involved has to go through due process of firstly, attempting to improve those standards by coaching and training, secondly, review any change and then thirdly, build on progress or record consistent failure which leads to eventual dismissal on the grounds of NCI.
It is not a charge that can be levelled with an immediate consequence and as the process can take up to six months, very few managers have the patience to constantly review it. To be honest - any one who is that useless should have been dismissed at the end of their probationary period and any one who escapes that, it is really the responsibility of the managers concerned to find them an appropriate position where they are at least productive. We have had examples of NCI in our office but taking them to a full term solution has only occurred once in living memory.

Thanks guys. my next question is : How is NCI determined ? Is there an agreed definition of NCI with the union or is it up to individual managers to decide if a person is NCI or not ?

A BUMP, in the hope of getting an answer to the above question.
Hypothetical situation: if a person is tested and is found to be good, if that person is then continually out on time and back on time, can they then be put on NCI because they are not back at the same time as they were on the test day ?
