What was the process used to select which units were ballotted for strike action?
was it at the request of reps
was it at the request of branch etc

Except for the national ballot all recent ones have been local.
I would expect the normal process would be for the members to request a meeting to discuss issues. At this meeting there would be a show of hands if there was a motion to request a ballot for IA. The rep (or any rep I suppose as long as its under their juridsriction) would then ask the Branch. They I suppose would check all the legal matters than either agree or disagree. Eventually the ballot request would be made to HQ and they would do their checking etc and eventually if everything was correct administratively and legally they would issue the ballot and timetable to the unit concerned.
