Following the introduction of Individual Performance Standards, managers and employees should have a clear understanding of what the standards are and what is expected of them. Therefore there will not be a requirement to carry out formal performance checks on fully trained employees, giving managers the opportunity to focus on their principal leadership skills.
The only exception to this will be when an individual’s capability to meet the standard is brought into question due to the length of time they have been away from the task they are due to perform, e.g.: the individual has been performing other duties for a year and the use of a formal one minute check may indicate to the manager that they may require support or refresher training. Where a check is necessary in these circumstances, they should be carried out in the following way.
Please note: this is the only formal process for checking the work rate in respect of capability, which is acceptable both to RMSD and the CWU.
1. The individual is observed working below normal standard.
2. The Manager should approach the individual discreetly and discuss informally with the individual whether they are having any difficulties that are preventing them from working at the normal performance level.
3. Where appropriate carry out a formal one minute check that is applicable to the task being performed
4. Before starting each check, the manager should inform the employee what is happening, i.e. inform the individual when the check has started and that the number of items sorted in a one-minute period will be counted.
5. They should also make sure an adequate head of work is available and that no other known issues are likely to impact on the individual’s performance.
6. On completion of the check, the manager should again take the individual aside and tell them how they have performed. It is vital that this is handled sensitively.
7. Managers should take the opportunity to congratulate the employee where the standards are met.
Points to remember
If you feel an individual’s capability to meet the standard is brought into question;
• Due notice should be taken if the employee is new to the area, a reserve, a triallist, a casual or perhaps on a special duty where allowances should be made.
• Managers need to have a frank discussion, but be sensitive to the potential reaction and focus on helping employees to improve.
• If there are concerns on either side about accuracy, a P40 check should be run as soon as possible.
• It is vital to continue to support employees through coaching / counselling / additional training as appropriate.
• Managers should be aware of the full range of support services available through the line manager, advice from the EHS on health/welfare issues and employment policy managers for personnel procedures.
Full IPS Agreement in it's entirety can be found on the CWU website home page under Agreements which is on the left hand column.

it's 31 letters per minute on IPS but that is only in 1 given minute not 31 letters per minute for 30 minutes which is about 900 letters (it's a good job that mail volumes are falling and the machines are sorting more than ever
)
Although most of the longer serving staff would struggle to sort 20 letters per minute

No. Sounds to me like pure worker intimidation and harassment. Only agreed test is the one minute test. Full Individual Performance Standards Agreement can be found on CWU home page under Agreements.madelin4 wrote:Well, at our office they were standing with notebook and pen looking down rows and no one knew who was being watched or counted!! can they gave you a sort test by watching you and not telling you?????

Yeh I recently was subject to our DOM cracking his whip and subjecting most of the delivery staff to the 1 min test criteria, guess who was the only one to have failed out of those that were tested! Was then taken aside no witnesses present and informed that I woul be be re-tested at a later stage. I responded by saying excuse me but do you think it is just and fair that on my frame (rural delivery) where I have nearly 800 delivery points and two extra wings and other rural deliveries that have 500+ (no extra wings) as I see it I am having to go top to bottom left to right and every angle whichever way you perceive naturally it will take me that split second longer to find my intended delivery spot. That doesn't come into the equation says he. Oh you don't think so says I.
Later found list put up in DO that morning so all an sundry can see who passed and who failed. Next day his boss Delivery Sector Manager visits or DO for to carry out a performance review on said DOM. I perchance to notice that the chart board and easle has been moved from the canteen where we have our team briefs and is always in situ there into the main floorway of our DO, strange I thought at first then I notice in big writing "Congratulations to all members of staff for successfully passing the recent IPS 1 minute test" "Well done to all keep up the good work" (or words to that effect).
Strange again I thought as I was the only one taken aside and informed that I had failed. Can this be right, and yet his message clearly states that all members of staff have passed the test. Funnily enough that day on my return from my delivery, I found that the Delivery Sector Manager my DOM's boss, was still in situ at our DO with another local DOM from another nearby DO. My own DOM was in the process of leaving our DO for the day as obviously his performance review had apparently came to an end and as I was entering the yard he was leaving.
Next thing I know this other local DOM comes up to me and says if it's OK with you the DSM would like a private word with you in the office. I says fine by me entered the office with him and sat down, was formally introduced to DSM by other local DOM, so I shook the man's hand and said it's nice to finally be able to put a face to a name. His words were nice to meet you and I have asked you in to give me your own personal views as you are the local CWU health and safety rep on how your DOM is performing with regards to health and safety in your delivery office.
So I told him, I gave him it straight chapter and verse and pulled no punches. About 45 minutes later he thanked me for being full and frank and that he would take what I had said into consideration when writing his report.

I'd ask the manager to show me that he could do the required amount in 1 minute.
When I trained to be an Instructor (Acting Manager) I was told that Managers were expected to
be able to do everything they expected their staff to do. Bu that was many years ago, so perhaps
it's different now.
