Highly questionable duty pick/allowance payments

How is it that a union rep can get a full time duty but never attend for those hours yet collect full shift allowance, get tpm allowance but never work on a machine, get coaching allowance but is on full release so is never on the shop floor... all of this whilst in the same mail centre there are staff in the supernumerary pool who would actually perform that duty and hours?
