Id put money on the stage being issued. Discretion is a thing of the past, not that I ever encountered it.

People are far too emotionally involved in all of this.
Your past sick record and your time keeping are immaterial.
You have breached the levels of attendance expected of you (which are clearly outlined in the procedure) so you have been given a gentle reminder of what they are and what is expected of you going forward,

Mitigation is not a previously unblemished sick record. As far as the attendance procedure is concerned that's immaterial.
