What changes have to happen to have a full office resign ?
Does change of start and finishing times have an effect ?

It's in the Way Forward Agreement somewhere. For a full office re-sign there would need to be changes to every duty. Start/finish times do not affect this. In other words if a duty doesn't have any changes other than the start/finish time, then it can be opted out of the re-sign. Is that fair? That's another question...
