How to make a complaint about a manager

Somebody took my colleague’s red pouch. He asked the manager for another one. The manager had pouches. He said he would give one the following day, but he was going to make him deliver the mail without a pouch for that day to teach him a lesson for losing his pouch. I said that was childish incompetent management. He called me into the office. I said there should be a union rep there. He said if “if you’re not happy with this, I’m sending you home and we’ll have an initial investigation meeting tomorrow”. At the meeting he asked why I said he was childish and incompetent. I said I thought it was childish incompetent management. He said he was putting me on precautionary suspension. In his report the manager said I had been aggressive. I wasn’t aggressive. He never mentioned this in the initial investigation meeting. There was then a fact-finding meeting with a different manager. There were two witnesses. Nothing came of it. I transferred voluntarily to a different office to get away from the manager and for a change.

But the manager lied about me, saying I had been aggressive. He did this to justify sending me home and suspending me, because otherwise he knew me saying he was being childish, and incompetent would not sound like reason enough.

Even though nothing came of it I want to put in a complaint about the manager lying. How do you do this?
