Nothing to with Royal mail until youve clocked on/signed in for the day, or after youve signed out.

So I take it people are not insured then if driving rm vehicles to and from work before and after their start and finish times and not clocking in and out

You know full well you have to fill paperwork in to do a retention. Would you run to RM if you crashed your private car on the way to work?

What Hans is getting at is that his colleague has had an accident on the way to work.
The accident has prevented him from attending the work.
He has had to go on the sick.
RM will always go after the low hanging fruit when it comes to the attendance procedure.
Hans would like to know if there's any wriggle room in the procedure to cover accidents on the way to work as well as accidents on duty.

Regarding a stage warning, obviously it's down to the manager if he/she feels sorry for one of his/her staff unfortunately having an accident on the way to work even if said staff member was s**t unlucky with a pot hole, so yes......it's a stage warning........99.99% of the time.

If person successful claimed for loss of earnings (and injury)Royal Mail would be compensated too.
They also would remove absence from attendance record.
