Postal workers have voted to take strike action over the suspension of 12 colleagues.
The Communication and General Workers Union (CWU) said an overwhelming majority of the 100 workers balloted said they were prepared to walk out.
But the union said it is calling on Royal Mail to address the issues.
It wants an independent review of the investigation process following allegations of bullying and harassment and the suspension of 12 workers in September.
CWU Midlands secretary Lee Barron said: "Seventy-seven members voted in favour of strike action and 21 against. We hope Royal Mail will see that an independent review is required. If this does not happen then members will take action.
"There has been 14 months of dispute with a month of strike action already taken place and still 80 per cent of the workforce is prepared to strike, there must be something not right."
The CWU has called for further talks with Royal Mail and said it is holding meetings with members on Thursday to decide what action should be taken next.
A spokesman for Royal Mail said: "We are encouraged that the CWU would rather talk than take strike action."
