Of course the union have ! This is why the vest was rejected , this is why after 16 months one wave is only being trailed on 12 walks at Walsall what other union would have done this.
However that still does not stop Royal Mail from wanting to reduce indoor work ! The WIK report commissioned by Of COM which reviews a number of other postal companies around the world points out that the UK still has the most indoor work.
What Royal Mail want longer term is all indoor work sequenced ! The amount of work being sequenced has increased due to the recent upgrade in MEDC software. They want to purchase the flat machines etc. In the shorter term in Walsall on those walks which are part of the trail you have a box of sequencing and a box of manuel which you merge indoors. Royal Mail believe that sorting in the frames is inefficient once you have one wave of work.
There are lots of flaws in there beliefs hence why the CWU have not agreed to extend the trail etc.
However at some stage will Royal Mail continue to allow the union to veto their plans especially after 14 months of a trail which has not gone passed 12 walks and bearing in mind Wasall were already doing one wave before the trail , you can see that Royal Mail are getting frustrated !

But fish everyone knows that the average d2d has not increased since it went to workload the avenge is 2.6 ! There are only a handful of postcodes who get 6 week in week out.
If the truth was know Royal Mail are not that interested in the D2D product ! I think they would if it was not for the Agenda for Growth Agreement outsource it ! There are too many cheaper models out there !

If only the amount of general indoor work done varied reasonably week by week on a duty, depending upon the number of D2Ds.
If that average of 2.6 per week in a national average, I get 3+ ~90+% of the year, on average my duty gets ~5 per week with regular 6s and occasional 7s.
That indoor workload collating (or outdoor merging if this fanciful idea goes national) eats up chunks of time, on a Tuesday with a "short" day we are expected to prep two columns of a seven column RM2000 frame which has numerous "double-slots." It can easily mean 200+ delivery points on that Tuesday, instead of one column (~120) on all the other days.
If I then have to deliver, even if I am "cold calling" just with D2D, this again adds a significant extra outdoor delivery span time.
What happened to D2D trials (in the south west?), where they were trying different strategies eg. throw them all in on Monday, take where going with other mail, Saturday "mops up" what is left; Mon 20%, throw in rest on Tues and take where going, Saturday mops up?
Stuff like this and poll card payments should have a nationally agreed procedure/payment, in my opinion.

From my understanding Walsall continually fails, no savings have been made and working till 6 on a Saturday are a regular occurrence ?
The trial continued until.......?

We seemed to go around the same circle with some of these threads and some than turn it back on the CWU.
1. Regardless of whether the CWU believe it will work the fact is Royal Mail do and want to trial it ! The CWU are the only group stopping it !
2. The Wasall trail is limited to 12 walks out of over 70 ! Why cause the CWU have refused up to now to extend it !
3. Wasall have for what ever reason for years merged D2D outside.
4. Royal Mail want to formalise it with a pouch similar to what other d2d providers use.
5. Contrary to popular belief not ever unit gets 6 items per week only a handful do.
6. Royal Mail's perfered option would be too use the parachute jacket or baby vest what ever you want to call it ! Bob Gibson who often gets a lot of stick said under no circumstances would he agree it.
7. Fact is Royal Mail want to reduce delivery costs . So if you cannot reduce the fact that 29 million addresses need a delivery 6 days per week and that requires someone to actual deliver to addresses and firms ! So they believe that the only avenues which will deliver further savings is by reducing indoor ! If they then can remove frames than they can amalgamate delivery offices and than sell the profitable buildings ! Some of you may believe it won't work , I remember some said HCTs and CDVs would not work , and longer back I remember some saying one delivery would not work ! That did not stop Royal Mail from introducing it !
