as for wilful delay, as long as he has taken reasonable steps to try and get it delivered, ie offered over time or tried to get someone to complete it at the end of their duty if they still had time, he has done his bit and it would not be considered wilful delay on his part, it would be reordered as a failure on the DODR report and thats him covered for wilful delay, but if he hasnt done all these steps he could be in trouble.

Again as we have said on another thread, just call his bluff, if its left for you for tomorrow, then your going to have lots more to cut off with tomorrow

Yes but why do they make the duties so big in the first place is it not so they get their bonus's and will any of them even the DSM report that as a failure? It is a bit like that NHS trust in Kent with the bulling is it not!

They dont make the duties that big, its the planners and the reps who then sign off on the new duties, if planned thoroughly and properly then there is usually no issue, their bonus has absolutely nothing to do with duty lengths, they do have an office budget and a target to reduce that but that office budget is revised at the point the new duties are put in place, so an extra body in or out is reflected in their budget and as such has no bearing on their bonus,

the duties are at fault probably because they have been poorly planned, get the rep to push to get them tested and adjusted

as for DSM and DOM not reporting thats why i said go to the top, email moyas office, they will not tolerate anyone hiding failures
