No wonder dingo says the "upper decile" is back on their agenda.
There haven't been enough savings on the outdoor revisions - so they will screw the indoors.
They will produce bogus office EPs, make those offices the benchmark for whole areas and try and claw some savings back.

To introduce "upper decile" properly you need to have either a carrot or a stick.
At the moment Royal Mail have neither.
You can cut indoor hours on the premiss that members will work harder and faster but what happens when they don't...more failed revisions?
Of course if you turn a blind eye to the continuation of job&finish and allow bad practice like starting early,skipping breaks and non use of equipment into the measurement system we are all totally screwed but i'm sure HQ has thought of that.
