It's hard to believe a manager would suggest doing this as they must know full well that most employees wouldn't have sufficient insurance cover on their own private car policy.
I'm guessing someone requested to finish earlier but not too far off planned finish time so they could get to the school run and the manager lazily and stupidly suggested this as an option.

In our office managers are but they use the old excuse what i dont see and all that, should they be held accountable for illegal activities that are going on.
