. All well and good if you get driving allowance! In are office a couple still get it under grandfather rights. But the rest of us don't . So how can driving duties be ringfenced then? So what happens then if you've got say 6 drivers,3 with the driving allowance and 3 without,does the 3 without go out of the pot so to speak.
And those 3 dutys go into the bigger pot.

DRIVING ALLOWANCE
The new package will retain non-pensionable assigned allowances as personal reserved rights for the following employees:
£6.00 per week (pro-rata to conditioned hours) for employees graded PMN/women, who are not receiving another assigned non-shift allowance, and whose substantive job on the 31 January 2000 involves driving a Royal Mail van (of less than 3.5 tonnes) for at least two conditioned hours per day. This will include reserve jobs dedicated to covering driving duties as of 31 January 2000;
£6.00 per week (pro-rata to conditioned hours) for employees graded PMN/women or Streamline Level 4, who are not receiving another assigned non-shift allowance nor the £6.00 for van driving, and whose substantive job on 31 January 2000 involves driving a fork-lift truck for at least two conditioned hours per day. This will include reserve jobs dedicated to covering fork-lift duties as of 31 January 2000;
These allowances will be frozen and retained on a personal rights bases by these employees only so long as they remain in the same job as on 31 January 2000. There will be no payments for hours worked on overtime or Scheduled Attendance. These assigned allowances will continue to be paid during annual leave and other paid absence. Employees on rotations as of 31 January 2000 will receive an average payment.

aye ur right, working in the biggest do in Edinburgh we cover central Edinburgh big firms etc, all drivers drive 400's and get the full driving allowance, so all our driving duties are ringfenced. under the sdd agreement driving allowance is pensionable. so they are protected by the mtsf agreement. even our reserves get driving allowance if covering that duty. so do our floaters. never had to deal with smaller vans.

so, as £6 reserved rights driving allowance is non pensionable, it does not fall under the terms of the MTSF.
if greynut was getting this allowance for 6 yrs then he has propably been overpaid as you had to be a driver in year2000 to be reserved rights.
of course he may have driven vehicles over 3500kg and received the medium goods vehicle allowance of around £26 pensionable eg high top sherpa or large LDV minibus.
The thing is the way foreward agreement did away with full re signs essentialy. When later the MTSF came along it totaly ignores the full resign process contained in the way foreward(and the later published way foreward document clarifying re signs/ picks) as 75% change is rare.
trouble is , when you have change such as a savings task, and duties are pulled or changed, the manager and rep should manage the people displaced using the mtsf and seniority, but its a hassle and costs money in MTSF payments. often the pulled duties belong to vocal long term employees because their duties may have less content and are easier to cull, and they kick up a stink. so the manager and rep ignore the way foreward and the MTSF and instigate a full re pick for relatively minor office changes(less than 75%) it seems easy and clean to do this. the manager is happy as it shuts up the senior men and he gets away with out MTSF payments which can run in to thousands of pounds, the rep gets an easy life and the people who end up with out a duty are junior members. this would be fair except with a full re pick you don't get MTSF pay protection so it actualy costs some of your members thousands of pounds
i'm over 20yrs service and have been on the receiving end of re picks, good and bad but i don't think you shoud ever have a full re pick with out getting the manager to agree to pay MTSF payments to the people who stand to loose out
