There aren’t enough staff to deliver the mail now, cut anymore and it will be a complete farce.

It can be both. The sensible thing would have been to require a plurality of the membership to endorse the proposal. After all, a strike ballot would require a majority. However, this was a consultative ballot and it didn't matter how or if at all anyone voted, hence the embarassing turnout.
Anyway, I'm blameless - I voted for Kodos.
