Cant see how these changes can be implemented with the current staffing level deficit.
Then you have the issue of the current duties being too damned big to complete in contracted hours.

The CWU doesn't get to do whatever it wants. It answers to it's members who bank roll the commander and his cronies like Walsh and keep them off the bag.
