Why would a delivery due today be marked as "instructed not to deliver today" and held at the depot when a customer has made no such request?

There's an option for the sender to request it to be returned to sender, I think it's called stop and return or something like that, could it be that ?

Or is it a new option instead of delivery not attempted ?
