Who and when is this carried out? I have worked in SPDO's since I started at Royal Mail and have never carried this out.

Given that the OP works in a DO I reckon that "RFD" is a "Ready for Delivery" scan

The ready for delivery scan is normally done on IPS when the tracked item first enters the DO however due to the current circumstances and in order to reduce IPS time some offices are asking the delivery OPG to carry this out.

Our “boss” is frantically doing this with do support,with cries of its not a true reflection ringing in his ears,he never used to help do it,and we have tracked parcels strewn over the office before we’ve even started,and then he’s busy walking them round to the rounds where he doesn’t know who does what,and busy with the figures that come from this exercise,seems a common practice but again not sure it fits with everyone in that high level managerial grade??
