Dear Colleague,

BT 2010 & Beyond Delivery Revisions

The Department has been made aware of proposals coming from Royal Mail for outstanding revisions that are entirely contrary to the BT 2010 agreement and subsequent nationally agreed Guidelines and Joint Statements. They also give a clear indication of where Royal Mail wants to go in the future.

A compilation of the proposals are listed below.

Indoor performance planned at standard (BSI 100), or maintenance of existing performance level if it already exceeds the standard.
This is not contained in the BT 2010 agreement and is at odds with the nationally agreed Royal Mail & CWU Guidance Setting the Indoor Performance for Delivery Offices Version 2 June 2012.

Where there is a significant gap between the current performance and the planned standard then additional temporary transition resource may be provided to support the expected learning curve.
Note that this refers to the planned standard (BSI 100) and not the locally agreed standard and is again entirely at odds with the BT 2010 agreement and Royal Mail & CWU Guidance Setting the Indoor Performance for Delivery Offices Version 2 June 2012.It is sometimes referred to as a flightpath which is not agreed with the CWU.

Start times changed to align to workplan and in particular the arrival time of wave 1 and 2 sequenced letter mail.
This is part of a strategy to move start times back and reduce/remove the opportunity for innovative attendance patterns and duty structures. The national agreement actually states the following.....

That mail arrivals are consistent with the transformation workplan and support and enable the attendance patterns and duty structures contained in the functional sections of this agreement to be delivered at local level.

Adopting new indoor working methods, i.e. backless frames, porters, etc.
Indoor Work Methods are not simply adopted there is a process to follow and local discussions in line with the IR Framework that take place as contained in Royal Mail & CWU Indoor Work Method Guidance Version 1 February 2012.

URGENT INFORMATION FOR MEMBERS


Simplified standard 5 day duty attendance.
This fits in with the strategy above and makes clear their position regarding innovative attendance patterns and duty structures. This approach is again at odds with the BT 2010 agreement.

Outdoor spans planned on basis on new outdoor delivery methods using geo-route planning tool.
Royal Mail are coming to a unilateral conclusion that spans are too long as it fits with their overall strategy to move to standard 5 day attendances.

Units will be expected to plan and achieve a minimum of a 3% efficiency improvement based on an office revision that aligns duties to the walk sequencing mail arrivals and indoor and outdoor delivery methods.
There is no commitment to a set level of savings in the BT 2010 agreement and this was confirmed in the Dale Haddon letter to Dave Ward. :left: Also there is no reference to savings in the delivery section of the agreement.

All of the above are unagreed and should where necessary be resisted using the IR Framework. Where units are encountering such proposals they should be brought to the attention of the CWU Divisional Reps and CWU HQ without delay.

And there's the problem.

Members have watched this play out for 3 years with nothing but silence from HQ,now Dave decides to put his fighting trousers on(maybe) and as reps we're supposed to talk our members into joining the battle when the truth is they haven't really stopped fighting with management since 2009.....on their own and in most cases without even the support of their branch.

I can understand why more reps than ever are jacking it in and why no-one comes forward to take on the role in a lot of offices,
I can also understand why more and more members just see the union as an insurance policy.

Lets not have a north south divide , we are to the east of london and it is just as shite here as it is up north,
