For immediate circulation to all CWU Area Delivery/Unit Representatives
Dear Colleagues
National Agreement BT 2010 and Beyond - Work Measurement/Standards and Revision Tools
It is important to update our Branches and Representatives on where we have got to regarding the above, especially as we are now experiencing an increase in revision activity across the country.
Since concluding the Business Transformation Agreement, we have completed some initial joint workshops and held a number of other meetings on work measurement/standards and revision tools. These have confirmed that whilst the tools themselves are fit for purpose in supporting local revision activity, a position we have made clear on a number of occasions and in particular at this years annual conference, we still have some concerns around throughputs and performance standards etc.
To assist in moving things forward an open dialogue has been established between the Union and Royal Mail which we sincerely hope will continue as we seek to resolve those areas of concern, which require further investigation and assessment in order to provide us with the necessary confidence that workload is being assessed and applied accurately, is fair and manageable, and indoor processes and outdoor delivery routes are optimised, efficient and achievable, in line with the national agreement.
Further work is already underway in line with the above. We have also made our position clear to Royal Mail that concluding this work is of the utmost importance and that we are committed to doing all we can to complete this by the end of September 2010. Thereafter, any alterations or modifications arising as a consequence of the above will be immediately issued in updated versions of the work measurement/standards and revision tools to enable any adjustments to be made as soon as practicably possible.
Branches can be assured that we are doing all we can to bring this work to a satisfactory and sensible conclusion. Whilst this work continues, we do not believe that there should be any delay in progressing revision activity. We would therefore ask all Branches and Representatives in line with this approach to continue positively engaging with management, fully utilising the 6 phase revision process to introduce revisions in a timely and efficient manner.
Any outstanding local queries can be dealt with via the CWU Area and Divisional Reps.
A matrix is attached to this LTB in order to provide you with a simple overview of where we are with outstanding issues. This is version 1 and we will continue to update you on developments as they happen via further updated versions of the matrix.

The outstanding issues state that dispite there being no agreement, revisions should go ahead anyway.
SO....
Does that mean that if and when the FINAL agreement with no outstanding issues is published, the revisions done in offices PRIOR to the fully agreed document will be REVISITED and AMENDED to take into account the changes that have happened in the final document.

Just picture this.... well the new georoute says we should put a 100 hours back into this office and IWT says we need to put 50 hours back in....DOM says well weve been coping so far no need to change all the duties again is there? We'll just keep muddling along as we were before. What's that CWU rep you want to resign no problem sign here and I will slash another 100 hours out of this lazy good for nothing bunch of workers. (sound of whip cracks) 'We have rights you know' 'Get back up that chimney boy.....'

From what I am seeing here....mistakes were made in the P&M agreement...and the bloody same ones are being made again!!!!!

The most frightening part of this document is the delivery office closures/mergers which Royal Mail are keeping quiet about.

yes as ive said before
if no one used their cars on delivery
RM would have to put hundreds of hours back into most offices
so most managers will try and muddle on without any revision
