BUSINESS TRANSFORMATION 2010 (DELIVERIES)
The agreement has now been published following 3-months of negotiations. We are going to try and simplify the logic around the national agreement on deliveries.
The background to the agreement is based on safeguarding jobs, increasing basic pay and securing the future of our industry.

Full time working;- The agreement highlights that our industry will primarily be full time working so much so it has highlighted a 75 % - 25% split in full time / part time jobs. This is a fantastic opportunity for us in the North East to increase on average 15% of the part time workers to full time.

Saturday attendances;- At present the vast majority of members get one Saturday off in six. The agreement now gives us a fantastic opportunity to increase that to at least 1 in 4 Saturday’s off and with innovative thinking we could increase that to 1 Saturday off 3 and ensure that later Saturday working is not necessary for all of our members. As well as introducing more 4 day weeks etc.

Delivery Spans;- Will be negotiated locally, this is a fantastic opportunity for us in the North East to create more full time jobs. The Health and safety of everyone is paramount to the negotiations and all elements of a delivery walk will be looked at to ensure everyone’s health and safety at work is guaranteed.

Health and Safety;- The agreement ensures everyone will have a safe working environment and that weight over the shoulder will literally be a thing of the past. The agreement ensures that all “tools for the job” will be available to ensure that delivery methods will be introduced with the revisions. The two preferred methods for delivery will be using high capacity trolley’s for deliveries within a mile of the office and car derived vans for duties more than a mile away from the office.
The walk spans will be what fits the office best taking into account mail arrival patterns and local situations. Time will be built in to use cars or trolleys and as such a natural 3.5 hour span increases because of slower walking speeds, increased attendance call rate and the replenishment of mail from boxes or the van without even delivering to any more houses.

The revision Process;- The agreement now ensures there is full involvement of the CWU throughout the revision. The process ensures that joint objectives are agreed right from the start so we can introduce more full time working and more Saturday’s off with innovative duty patterns.

Early Shift allowance (grandfather rights):-The agreement transforms current shift payments into basic pay. Yes this is controversial however, please be aware that the following is a fact. Every time someone left the business with grandfather rights on their early shift allowance that money was lost entirely for the Union Royal Mail “bagged” all of the savings from that. In a nutshell the outgoing payments for the grandfather rights was diminishing rapidly £3 million last year alone! The union had to make a decision to trap as much as this as possible and put it into basic pay or lose it forever.

Door to Door;- We need to kill a myth in regard to the average d2d items delivered on average it is not 3 a week and is closer to 2 a week. We also need to take into account that payments are not made whilst on annual leave, sick leave or over the Christmas period on average there are a minimum of 8 weeks of the year where members do not receive d2d payments.
The average payment across the country has been “trapped” and put into basic pay. The background to this is, based on a declining market. TNT have a bigger market share than Royal Mail for delivering d2d because Royal Mail can not commercially compete with them at present. This agreement now gives the business an opportunity to grow the market and now because the items will be in workload gives the union an opportunity to safeguard jobs for the future.

With regard to the opportunity of the d2d market growing it was essential that we incorporated the current payments into basic pay. The reason for this was Royal Mail advised the Union that if / when the D2D market grew they would automate the items thus giving them the opportunity to insert 6 items into one envelope and again this would have meant less monies for our members.
The Union had a decision to make, watch the market decline and current d2d payments reduce (they are not guaranteed earnings). Or watch the market grow and automation reduce our potential earnings by enveloping more than one item into a pack. So the decision was made to capture what we had now, put it into workload to safeguard jobs for the future and ensure an ongoing payment for the delivery of items as such with the shift payment there is a supplement of £20.60 (pro rata for part time employees) on basic pay which will increase with every basic pay increase.

We know this is the most controversial part of the agreement for delivery members and there are some losers in regard to current payments. However, we are asking you to take into account the market decline, the effects of automation and the increase in basic pay, lump sum payments and the hourly up rate of pay for part time members because of the shorter working week element of the agreement.

The CWU is supporting you by achieving this agreement. This agreement provides longer term stability to protect your jobs, terms, conditions, hours of attendance, and the postal service.
With this agreement we have an opportunity to;-
•Increase full time jobs.
•We have an opportunity to shape the success of the industry through vastly improved agreed revision processes.
•We have an opportunity to increase the amount of Saturdays our members can have off across the forthcoming years.
•We have an opportunity to safeguard our future.
•We have an opportunity to increase basic pay year on year.
•Your support so far has been fantastic and the CWU are doing everything possible to safeguard the future of your jobs and our industry for the long term future.

Your Choice, Your Future!
Please think carefully about the agreement take time to understand the overall aim of the agreement, which is to safeguard your jobs, your future and our industry in a difficult economic and commercial climate.

How can you "Increase full time jobs" when the union has already agreed to massive job losses and the REDUCTION of the full-time/part-time ratio from 79/21 to 75/25.
good times, bad times you know I've had my share

But that's not "increasing full=time jobs" that's replacing full-time staff who leave by making part-time staff up to full-time.
It's very noble if it happens but it is not increasing full-time jobs. :hmmmm

Fishtank,By replacing FT leaving by making PT up this would only keep the status quo surely, around 60/40 split.

To get to a 75/25 split PT would have to be made up without the need for a FT to leave, therfore creating more FT jobs.

Now do i think this will happen, WELL MAYBE NOT
