They're not all bad, there are some very rare exceptions, i know of one that got demoted cos he refused to issue a stage 2 to a postie who had been off sick.

has to be one who's over budget because he at least is showing that it can't be done in the present climate even with lapsing / absorbing if he's doing the biding of higgy & co or sticking two fingers up at them and thats why he's over budget

Doms who breake even ,normaly get booted out after a while.They are their to cut costs to the bone,and staff and anything else.
