Why wouldn't he be? If he's doing it to everyone then I can't see what the problem is but if he's only picking on one or two then it could be viewed as unfair. If you haven't done anything wrong then you have little to fear.

Remember he can alway intercept them in the DO if he wants.

Yes they can but TBH it seems a bit labour intensive way to do it.

In our area AFAIK the MCs open the pouching off bags and send a report to the DOMs for them to do anything if they thinks its needed. The also report the single envelopes that some posties send back as well.
