Either they do not have the resources to deliver and they are scanning to hide the fact
or (more likely)
The address is incomplete and someone doesn't know how to scan it appropriately.
Bloody weird way to carry on though.

I'd heard that if an item is scanned "due for delivery" in the delivery office on one day and then there is no further scan that day on delivery (either to say "delivered" or "not delivered"), the system automatically generates an entry on the tracking log the next day at exactly 7am, to say, "Delivery Attempted - No Answer". This causes no end of problems in the Callers Office, as people come in claiming no one tried to deliver something at 7am and it normally turns out that the item was delivered, probably a small item that went through the letter box, but the postie has failed to scan it as "delivered to customer". It seems to happen a lot with international items, a lot of posties seem to think scanning them is unimportant, as it is only drummed into posties to make sure the Tracked items are scanned. Also, if the office is in backlog and there is cut-off, or only some of the delivery goes out, international items are often the first to be culled, in preference to Tracked items.
It's a daft idea to generate these 7am entries the next day and it just invites denial of receipt claims.
