Ok, so I picked up on a duplicated parcel label today. Decided not to deliver either parcel and return to the DO in order for the PHG to apply the appropriate surcharge to the customer. Gave me one of the parcels and the grey ticket to give the customer.... £3. I queried the charge saying it would cost more than that to post it. He told me that it's a flat rate for all parcels regardless of how much postage was paid or if no postage was paid.

After all the cut backs and employee whipping, they still cant manage these parts of the business effectively. You would think that RM would close this loophole considering it's probably the cheapest loophole to close and MAKE money. Over the years we've been inundated with jargon surrounding revenue protection on both parcels and stamps and then they go and create a surcharge guide which can be abused by not putting any postage on parcels!!

I only hope they nip this one in the bud before introducing all those parcel post boxes otherwise I may start sending parcels to mates throughout the country without postage and getting them to pay a handsome £3 at the other end.

This get on my nerves too. All PPI and “postage on account” is open to fraud and it’s so easy to do. Most of the times it’s only apparent when the customer has ordered two or more of the same item and both/all the 2d barcodes/tracking numbers are the same. Every 2d should be unique and once scanned it should then be void. If another 2d barcode should show up somewhere else in the country we should get a promt on the pda with something like “item already scanned and delivered at another location, please surcharge as suspected fraud”

He's got it wrong, the surcharge is based on the size and weight of the item. It's what it should cost - the postage already on there + the handling fee

Yes, correct but the whole system is so wishy washy it’s pathetic.
I sent two items to RP at xmas twice and they both just came back so I just ended up delivering them

Raised this with a manager once for two tracked items with same barcode to same address - he said scan as delivered the first one, then scan as delivered the second
one and the company will get billed for delivery of two items.....this can't be right surely?

Nope, utter BS. All that would happen is that the second scan would override the first. How do they know you didnt scan it then forgot you scanned the first and so scanned again to make sure.
Take them back to office, get a surcharge notice from PHG.

No totally incorrect, it’s not payment after delivery. The two systems are not linked
