If you transfer from D.O. that didn't receive ICS Supplement to a D.O. that does receive ICS Supplement do you start to receive it?
(Been with RM since 2001 if that's relevant)

No.
If you weren't there at the time it was implemented, you don't get it.

Prior to PBS was outstanding bonus money from wound up bonus schemes such as Delivery Remuneration.
Some of this money helped get others the full £100 Christmas Bonus and also paid for £5 of the £26 .28 pay rise in 2003.
Under BT2010 PBS and ICS become reserved rights payments to those offices who still had them and only staff employed prior to this receive them.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.

Thanks for the replies.
So it's another fantastic example of RM unfairness and CWU ineffectiveness when it comes to pay... I have to work as hard as my colleagues in my D.O. to achieve the ongoing office savings that enable the ICS payment (lapsing and bigger duties) but I don't receive it.

The ICS/PBS supplement was a result of office savings made around 2000.
If the office you were in at that time (and maybe you hadn't even started at RM) made little or no savings you don't get the savings related bonus.
If your new office did, they do.
What you do now (lapsing etc) has absolutely no bearing on the ICS/PBS payment.
It is solely related to whatever happened at the turn of the century.

So are you're saying that anyone who started after around 2000 won't be getting the ICS/PBS Supplement?
How come there are people in my current office that started WELL after 2000 that do get the ICS then?

If you read the link above it says:

Under BT2010 PBS and ICS become reserved rights payments to those offices who still had them and only staff employed prior to this receive them.
That suggests the scheme ran before 2003.
Maybe it was later? I thought you had to be in the office at the time of the savings to receive it. Perhaps anyone employed in that office up until 2010 got it?
Who knows?
I can't possibly know why some staff in your office are in receipt of it.
It certainly has nothing to do with how many duties you are currently lapsing.

It didn't become "reserved rights" until 2010. Anyone starting or transferring into an office after that doesn't get it. It was a crooked system anyway, it was based on improving office efficiency so if your efficiency was piss poor to start with you obviously had more scope to improve so you got a bigger bonus. The end result was some offices upped their efficiency by 20% on paper and got a nice bonus even though they were still far less efficient than other offices that got nothing. Like your kid getting a gold star for getting a D in maths instead of his usual F.
good times, bad times you know I've had my share
