Do RM have to pay the Post Office an amount per 739'd item if it's
the PO that handle them if there is no RM callers office? (To cover their staff costs, handling etc.)

Yes. We left packets in the local post office for a few years but now they won't accept them as they say it's not worth the money and the extra hassle.
