Seniority when moving to another office.

At our office we've had a few full timers leave for one reason or another, and the DO has said that there will be 2 maybe 3 part timers made up to full time.
This will obviously be done through seniority , which is just how it should be.
My question is we have a guy who joined our office maybe 18 month ago who actually went from full time to part time to get his transfer. He has 20 plus years behind him so he shoots top of the part time list.
Obviously as a part timer I find this a bit unfair as I've been waiting 10 years to be made up and I'm near the top of this part time list.
Does anyone know the facts on how long you have to be at a office before you can go back full time?

My opinion on this matter is if he wants the duty and has been at the company longer, he will get it

There is no 'part time list'. There is a seniority list which takes into account time served in total regardless if contracted hours.

This is fair and to be honest, he will have taken this into account when he decided to move office. If he thought he'd have to be part time again for ten years he probably wouldn't have moved. Kudos to him when so many people say they want a transfer but won't as there are no full time vacancies.

I didnt think you took seniority with you if it was your choice to move. Correct ne if Im wrong.

WAY OF WORKING AGREEMENT

7 Because seniority is based on length of service there will be no need to adjust
seniority when employees transfer between offices, whether on a voluntary or
compulsory basis.
10 Lists based on seniority assessed on the new basis will be produced,
maintained and displayed in all units within the resourcing area. Because
seniority will in future be transferable between locations and based on length of
service it will be relatively straightforward to integrate employees from outside of
the area (e.g. level transferees) into these lists.
