The important part of what you ask is "even if it is achievable" - that implies that the weather isnt a problem to getting the work completed. It depends on whos saying its achievable, if thats your opinion then I see no problem with lapsing, however if its the managers insisting the duty is achievable then postmen should ensure they do their jobs properly taking necessary precautions for the weather into account and follow the usual cut off procedure.

So there's nothing to say weather's bad just do your own walk and get home ?

lapsing is not a punishment but a way of making us work our contracted hours; and cover for absences etc

and it has stopped being summer lapsing - it is now resourcing to workload

once you understand the above then as long as you have time they can make you do any reasonable task like lapsing or even returning to the office to do sundry jobs

if the weather is so bad and you take it easy as most of us were advised to do today then you should really not have time for lapsing

take it easier might involve walking more slowly, taking regular breaks, sheltering and warming up , driving slower and just being very cautious

when we started, we were asked to lapse but the snow got worse and the road started getting congested, vehicles struggling to move, detours and so on... they sent several messages via pda to be careful and much later they asked people to come back to the office if it is too bad.

so the lapsing was a bad idea but that is their problem as tomorrow there will be additional bags of mail to be delivered

They give us snow chains ... they give us spikeys ... but when it snows they suspend delivery ( up our end anyway) ... hmmm ... snowing now - might be fun in a few hours time ....

There is no specific rule as to lapsing or not in severe weather,

However, the Severe weather tool should be checked by the manager and Union rep as to the advisability of performing deliveries.

At that point there are 3 options:

1. Suspension of all deliveries
2. Partial Suspension of deliveries
3. No Suspensions at all.

In the case of lapsing if deliveries are partially suspended then it would depend on the type of suspension so there is no hard and fast rule, unless a full suspension is put into operation.

if you finish early they can make you lapse regardless of bad weather or not
Just do everything by the book, meal relief and no shortcuts , use trolley and finish at your finish time.
