Latest change DOM wants us to do ,instead of lapsing, he suggests we work halve an hour less in summer and halve an hour more in winter,don't want to do this,as i know he will still want us to laps, and it would mean we would be out in the dark by the time we finish, problems with specials and timed controlled entries, its just cuts,cuts cuts he even said when the next person retires we will not fill this post, thank god iv'e only 21 months to go,this job has went downhill these last 4 years.

Half an hour less in the summer, half an hour more in the winter. Summer only being july and the rest of the year will end up as "winter".

Flexing of hours should only be performed if the hours can be recovered during one working week. Your Dom is trying it on.

is there a specific rule against it ? why would the DOM even suggest it if its not even an option (maybe hes just clueless or trying to intimidate) ?

No there is no specific rule against it, but then there is no agreement to allow Royal Mail managers to bank hours. He can't just decide to introduce Banking hours without proper National Agreements in place especially with regard to recording hours accurately, dispute resolution and a simple Risk Assessment of the implications of introducing such a policy.
