USO during December on Delivery classes

Kind of aware there is some ruling about the 1st 2nd class delivery targets during December as having a slight 'leeway' due to the increased volume of items into the network during this period. And how does this affect tracked etc

Is there something that exists that describes this fully ? - Thx


EDIT* Just seen this

...The Christmas period (Items posted from 2nd December to 31st December) is excluded from the full year measurement for quality of service for our regulated products, which reflects the change in volumes over the period.
