No more lapsing/absorbing.
Now called resourcing to workload.
Apparently on Monday and Tuesday there are too many hours against the traffic figures so we have to take out more from duties that are not covered.
This is usually possible but when it gets to Wednesday we are that busy that packets are not taken out and there are cut offs.
Surely if we are resourcing to workload we should have more staff on the busy days to deliver all letters and packets.
Managers do the cut offs if they can't cover on overtime and packets are offered on overtime or not delivered at all that day and have been known to be in office for up to two weeks.
This is not resourcing to workload but resourcing to manpower on busy days.
We have also been told to leave packets in order to take out the extra on Mondays and Tuesdays.
This was all put forward to managers in a meeting on Dec 30th in the northern region.

Why lapsing takes place when our office cannot deliver all packets/parcels on every duty every day is something that continues to amaze and amuse me. Some duties have to leave large packets every day of the week including those days when duties are absorbed! I have been put in the awkward position of having to leave packets occasionally (but take this lapsing) because management are hell bent on delivering all mail even if that means that packets wait until the following morning or even day(s) later before they are delivered. Makes no sense to me. ITS ABOUT TIME THEY SENT ACTING MANAGERS OUT IN PAIRS DOING A WALK BETWEEN THEM, SICK OF SEEING THEM STOOD ABOUT WITH HANDS IN POCKETS THEN TELLING LADS TO STOP TALKING OR THREATENING THEM WITH PREP TEST,

Already Happens in my old office, managers are out daily doing cut offs, before that they were out doing vacant duty's sometimes up to four on a saturday, manager and DOM were both out sometimes till gone 4 oclock, on saturday, when some of the office were finished at 8.30 am.

Simply say:
"OK DOM, you choose - working to my time and at normal rate, I don't believe I can deliver all this. So, I will take the lapsing out but do you want me to deliver it after my round and possibly bring it back, or before my round and possibly bring some of my round back? I am/am not prepared to work o/t to deliver it all."

Packets/parcels are not part of the USO, RM can take up to a week to deliver them. Its still wrong though and should be reported.

I strongly believe that 'artificial lapsing' is sanctioned from above - so don't bother yourselves sending email to Moya - you might want to try the local Press or the Daily Mail; anonymously, of course.
We have add instructions as far back as 2 years where the DOM has told us, we have been asked to lapse even if it means having spares to invariably do the cut off or very little in the office. That still happened on Friday at my place where there was an impromptu lapse because of low traffic (yes, it was low) but then we still had a spare.

Well, they can email Moya if they want but if powers that be know that posties are being asked to lapse even when they do not have the time, then the natural conclusion is that they will also know that some items will be left behind.
Now I do not know which is more important, letters or packets but items are still being left behind and RM knows but do the customers and the Press know this.
The QOS of most 'constantly' lapsed walks are much lower than the others but that is something that is also obvious - even to the customers that see about 15 or more different vans in the same area where they used to see just one or even an HCT.

Letters are more important regarding the USO, although customers generally want the parcels.

Sorry your talking complete rubbish re parcels are not covered by the USO on just a Saturday.
