Overtime?

Hi I would like to know if line managers are allowed to create their own system for paying overtime? The reason that I ask is that our line manager has come up with the idea to only pay us 1 minute per parcel for that day and we have to count up all the parcels that we have on our delivery which averages around 120 parcels per day. Our manager will only start paying 1 minute per parcel after the first 30 parcels that we count and then takes away 30 from the final count based on some parcels that fit through a letter box. The final outcome being 60 minutes/1 hours overtime which is then divided between myself and my van share colleague only paying us 30 minutes each for that day. I want to know if line managers can do this and if Royal Mail allow line managers to pay overtime how they want to? It is very annoying that this is how they are paying the overtime in our office when my van share colleague and I have been finishing an hour to 2 hours late per day since our office had the revision changing our delivery to van sharing which has made our workload insane!? Any help would be appreciated and I hope I have explained the overtime well enough to understand but feel free to ask me anything that doesn't make sense.

As midegarelu says - No its not an agreed process. In fact it sounds like ghost overtime in reverse.

The important question may be why would you do it anyway. If he doesn't pay by time worked then I would refuse and explain why in a respectful manner. He probably won't react in a respectful or professional way, but at least you will have the high ground and be less likely to be walked over.
