rules on collapsing walks

our d/o has been collapsing more walks for a couple of weeks, quite a few are still getting done to time, myself included, but no d2d this week and only 1 last.
but our line managers are still prepping duties depite being told by our manager it would stop, i see loads leaving the office 9am'ish.
our union rep as been informed but it still carries on.
why is this not been reported by our rep?

our manager expressed that collapsing was to protect our jobs? but this extra work still been done by line managers is probably costing at least 2 maybe 3 posties been made up to FT.
why are so many people so stupid to still come in early, dont take any meal relief (less than 10 out of 80ish) rush out to then get seen coming back over an hour early?
today whilst pulling out our extra, a workmate was having a right moan about it, i later saw their name signing out 2 hrs 20 early?

anyway, before i go over our reps head, as he's obviously done nothing, what are the "can and can't dos" our line managers, even down to wheeling the yorks off the lorry into the office?

i understand your point, but why are our line managers still allowed to do our jobs when we get told there's not enough work thus depriving those who want to be made up to FT or overtime?
regardless of the mentality of our fellow workers, this must be stopped, but our union is turning a blind eye as far as i can see.
how many of the early starters would still come in early if they got told x number of walks need to be prepped before they can leave?
our rep says you can lead an horse to water but............
but if the managers did their jobs correctly and kept off ours then problem solved
