What is the correct ratio for a delivery office of 100 postal workes as my office has 102 workers 53 full time 49 part time and how do I go about raising the ratio to 75/25

I have been asking for a FT/PT ratio for months - it's supposedly a national figure, well touted as a job saver with BT2010 HOWEVER nobody has actually given a figure and the reason why is two fold - either they don't know OR the figure has fallen well below the agreed figure - not that I ever believed it because who was going to keep a statistical count? You would have thought that someone in the "inner circle" would hazard a guess though.
