If it's a conduct issue then all he has to do is request a copy of the video.

No he can't no photos are to be taken on premises and if he insists say you want his complaint in writing then follow it up with the union.he cannot take pictures of you I would also send an email to the just say it site about feeling intimidated about the manager wanting to take photographs they should follow this up because he is breaking the law.

i tend to disagree with the comments about a manager taking photographs

a delivery office is private property and subject to the companies own terms and conditions.

a manager can take a still photograph from the security video if he wished, if it is in regards to an investigation and that photo stays within royal mail as part of a disciplinary process.

royal mail is still a public authority as such and exempt under the data protection act for the purpose of detecting crime, fraud etc. but to use that would be OTT

overtly taking a photo with a camera i would say infringes a persons right to privacy


to confirm you would need to find out what royal mails data protection policy is in regards to surveillance etc

tell the bully you will take photos of the amount of mail they sometimes fail when it suits them

Unless it's been changed but the agreement when cctv was first put into offices was that they are for security only not disciplinary issues.
