Bearing in mind these were trial areas and it would be obvious that Ofcom would be keeping an eye on things you have to wonder how some members manage to dress themselves in the morning. The research noted that in the majority of cases the item was returned to the delivery/post office rather than being left with a neighbour, even in the trial areas where the recipient had opted in. The proportion of items left with a neighbour in the trial areas among those shoppers who had opted in to the scheme was only slightly higher than in non-trial areas (8% versus 4%)
17). It is not clear from this research whether the low uptake of the Delivery to Neighbour option was due to postmen/women not being able to leave undeliverable post with a neighbour or whether they had not
attempted to do so at all. Ofcom is aware of the ongoing problem involving postmen/women who choose to leave packets/signature items in the Delivery Office and instead deliver P739 cards to the addressee inviting them to collect the item.
Royal Mail has confirmed to Ofcom that it considers that Delivery to Neighbour should have a positive impact on this problem. Royal Mail has also confirmed that it takes the issue of abuse of P739 cards extremely seriously and is working on initiatives to identify the causes of the problem and the most effective solutions.
Ofcom intends to monitor this issue going forward
17 The 4% figure reflects the fact that some postmen/women already informally leave undeliverable items with neighbours as a matter of course.
It found that around four in ten customers stated that the trial made no difference or that they were not aware of it. In addition postmen/women needed to be aware of the guidelines (which were not always applied correctly). Even in trial areas where the recipient had not opted out, only a small minority actually received a card to instruct them to pick the item up from a neighbour. Many items were returned to the delivery office or left on the recipient’s property. The opt out was not always respected and Special Delivery was sometimes left with a neighbour or Recorded Signed For put through the letterbox

''There were no reported walk failures as a result of the trial and no reported additional delivery costs. No delivery staff reported any extra time being taken to conduct delivery tasks as a result of the trial.''
i still don't get this, surely finding out some1 isn't in then going to a neighbor to check if their in, giving them the packet and then going back to the original address to put a card through is going to add time to the delivery, it may only be in the order of 5mins per day total but that is still 5mins later we finish than if we didn't have to do all this back and forthing

Re: Not the smartest bunch are we?
That had been decided before the trial even began! Can you honestly say that you expected RM to come away and say something along the lines of 'We realise this new procedure takes time and your duties will be required to be looked at to give you the additional time needed for this to work.'albebb wrote:'

I like the bit about people opting in - the default. The default is your crusty thief neighbour will be given all the presents that you ordered for your kids for christmas cause you are at work - tough s**t - happy christmas thieving neighbours.

Re: Not the smartest bunch are we?
The decision as to whether to leave an item with a neighbour is at the discretion of the postman/woman who are given guidance regarding how to identify a neighbour as a suitable delivery point as part of their Royal Mail training.

Re: Not the smartest bunch are we?
Thing is how is the postman going to remember who has opted in or out ??
Plus how often will it be updated because people move or get evicted all the time
I get abused quite regularly for delivering D2D's and knocking on out of work layabouts doors before 12 noon asking to take a neighbours parcel will get the usual F--K OFF !!
if you take out all the undesireables plus the ones that dont speak English, the ones who are always out or dont answer the door , you are left with maybe only 2 out of every 10 that are in most days and they are soon going to get majorly pissed off if you try and palm off parcels to them to give to neighbours each day

Re: Not the smartest bunch are we?
Signed for and Special Delivery is not part of the Delivery to Neighbour scheme - that is official; as per leaflets sent out. However, I might allow a neighbour to sign for if the resident had earlier agreed to this. I have even had a neighbour almost insist that I let her sign for a neighbour because they do each other a good turn - why make waves, if that is what they want...
I had one recently, householder had a note stuck to the door to deliver to 3 possible addresses - one to right and two to left. I went for the one where I dont have to walk round a front garden but the neighbour was not that enthusiastic (did not refuse, but called them a pain...) about collecting. It was a minor error on my part as the next address also had a parcel and I got a better reception (from a nice lady
).
This note was stuck on just days before we sent out the leaflet advising on delivering to neighbours - I think the whole thing will still have to be a judgement call by posties and issues of convenience - not walking many yards on long driveways to try a neighbour

RDs can be left with neighbour
you put a character either side of the sig name(I cant reember what it is * IIRC) to show it was left with neighbourFirst class (non signature) letters will be posted through your door as usual, which includes items such as bank statements, credit card bills, etc. Special Delivery items or mail coming from abroad that needs to be signed for are excluded. Delivery to Neighbour is mainly aimed at helping you get easier access to items that are too large to fit through your letter-box.

Re: Not the smartest bunch are we?
Been told customers can only opt out therefore it is up to the postman whether to leave with a neighbour or not as it is not to cause extended delivery. Therefore I will be doing as I do now ,that is if no answer P739 the item, let them come in for it and there is no comeback ie neighbour says "I never took in a parcel"
