I wonder how they came to the conclusion that a failed call with a PDA equates to .1 of a second less time required than a failed call with a card

To be honest if i don't see or hear any movement straight away i start writing out a card.
By the time i finish with the card i figure i've given them "reasonable" time to at least make it known they're about.
If i know it's an older customer i give them a bit longer.
I waste a lot of cards.

Within 10 seconds the 739 is in my hand along with my pen.

I will write the date on the card, and the town im in, then on the back id circle the collection time. 30 seconds have no elapsed, if there is an answer i tuck the 739 card in my pocket to use later, if no response, i fill out the rest of the card, have a look at the windows, still nothing,

voila carded.

Knock and ring; post partly in letterbox after 20 seconds and then filling in 739 basics like 24 hours/date; 30 seconds another knock; then card is filled by time another 30 seconds is up; all mail and card put right through box.
