Park and Loop Duty Holders

When two duties are stuck together under van share revision, can one (or both) duty holders be moved to a different duty? Both duties are signed for and both holders are drivers. Due to lack of drivers, could one be taken off his duty, and be replaced by a non-driver? Which duty holder? Does seniority come into play?

Under the revision, there will be no need for rural drivers to drop off bags and do large packets (for the two duties that are being made van share) so work needs to be given to these rurals to make up for that. Could a rural (with a long term holder) be split between a handful of other rurals, and the holder given another duty? Again, does seniority come into it? It looks like a 20+ years duty holder is having his duty split between other duties, and he is being given another.
