Does anyone know if there's a procedure on door to doors. Eg are you allowed to except them of family.

put them through each door unless they have an opt out.

Unless there's an opt-out or I can't gain access to a property then everybody gets one, be it family or work colleagues etc... Most people have a paper bag/bin these days so it's no real hard ship, and to be fair what we deliver is nothing to the piles of shite I get through my door every week!!

About four years ago I was asked by an Estate Agents if I was interested in doing a drop for them. I declined because I wasn't even doing D2D - that was being handled by someone else in the office on Sunday OT with line manager's knowledge.
