Postman threatened HCT Stolen

Heard today from our DOM that a postman had his HCT stolen after being approached by two men, he was threatened but not hurt, now with the run up to Xmas the low lives of society know that the HCT is filled with mail and parcels, S/Ds it is putting us more at risk from theft and violence, at least before all you had was one bag at a time, i can see this just getting worse as people see it as an easy target, like to know how other posties feel.

You are aware that S/Ds (Special Delivery) items should be kept on your person AT ALL TIMES i.e. in your pouch until signed over to the addressee and never be anywhere near your HCT? If this poor postie lost specials within that stolen HCT, their P45 is in the post...

I keep my SD's in pouch too but pouch is in trolley most of time unless i lock it up.

I've not been told i can't keep SD's in trolley just not leave them in there when its locked up.

This is news to me I admit to keeping specials in a locked trolley untill needed.

Trouble is what if your specials are packets are you supposed to keep them in your pouch all the way around the delivery untill you reach the right house, this could be 4 hrs on my walk

Please, for your own sake, always keep them in your pouch. Believe me, I know all about the hassle of regularly holding 8 specials in my pouch.

Which brings me nicely to my next point... In theory, you are pushing your HCT around your whole walk, never leaving it locked up and unattended for more than the risk assessement for your walk? You should not be locking up the HCT to do a loop by pouch, unless you can get back to your HCT before that security risk time has elapsed. For me, this is 5 minutes.
So by pushing your HCT everywhere, you now have the weight off your back i.e. nothing but Specials in your pouch. You are not supposed to be finding room for the Specials and a looop of mail in your pouch.

By using the HCT correctly, your walk will take longer than by doing pouch loops while leaving the HCT unattended. This may well take you over your contract time, so you can choose to either deliver the whole walk for more paid overtime or delivery to less houses (i.e. cut off) for your contract hours. This is how HCT was designed for use, it is not your problem if the planner fudged figures to say it should work! Just ensure you follow correct procedure for authorising extened delivery or cutting off with your lino

My depot is still pre-P&L revision, but I believe HCT areas still have driving duties who will need to take oversize Specials i.e. exceeds the pouch oversize specs by weight and/or dimensions.

Just to be clear, I am not talking about LWTs used by two posties going out in a van together and delivering in loops. This is for the addresses close to the depot (something like within a mile radius).

As far as i'm concerned,HCT'S have been used prior to any new way of working,we were always instructed that Specials were not to be left in the trolley.
In our D.O. specials go with the driver,but if i had one then i would keep it on me at all times,as far as i'm concerned,until any agreement,or anything in writing says you can leave it in an unattended trolley,then that's what i would do.
It's too late after the event!
