Could be a really nasty way to force duty holders to correctly use the walk's issued delivery method eg. pushing HCT around whole walk instead on locking it up to do loops by pouch.

Some people refuse to abandon their cutting of corners because they know that by doing the job correctly, they would have to see the lino everyday to either cut-off or get authorisation for extended delivery i.e. extra stress every work day. What these short sighted ones fail to realise is that is everyone took that approach, all duties in that area will be permanantly too big to complete, great fun if a change in depot structure means these posties have no escape from that area for the rest of their RM career (unless they transfer depots)... even at a resign.
