If you use a low model week then the idea is you will need to "flex up" and there will not be any lapsing.
If however the mail traffic falls below the model week, then there may still be opportunities to lapse.

If people finish early then any DOM will be looking for work to fill their hours.

While a guy who can't complete his duty is forced to do blue lining until their finish time happen they return 5 minute early. People who get paid overtime untime until 4:30 etc walk in and out laughing.

On my long day I don't start delivering till 10:30 - would love to have a one hour delivery - but I turned down the opportunity to manage at Royal Mail, my sould is not that cheap

Sounds like Managerial incompetence to me - unfair division of workload, inability to delegate work in a consistent manner, lack of discipline (despite assaulting staff with a clipboard), failure to treat staff equally and fairly, unable to apply national agreements in a local unit. Quite a long list there Stretch.

Its fairly technical but in essence its the week that Royal Mail base your revisions on - which week that actually is is usually discussed between the Union and Manger- you may need to talk to them to find out what week your Model week was - and what the traffic levels were on that week.

On average the office might get 40 000 items/day and on a busy week 50,000 items/day.

If the office is staffed for 30 000 items/day you will never have sufficient resources to cope with the volume of mail and p/t staff will be asked in on overtime to make up the shortfall in hours. (Flexing up) There will never be time for lapsing.

Only if the traffic falls below 30 000 will lapsing be a possibility. It shouldn't be very often.

We get a donor of a lapsed duty quite often. It's always based on office traffic irrespective of how much mail you have on your delivery.
